DECREE
Article 1 – Subject
The admission procedure for the academic programmes of initial teacher training and qualification for teachers of lower and upper secondary schools for standard positions, as per D.P.C.M. 4 August 2023 and D.M.s no. 137 of 26.01.2026 and no. 138 of 27.01.2026, is announced for the academic year 2025/2026 at the Conservatory of Milan.
The rankings will be effective within the limits of the subject areas established by the Ministry of University and Research and the authorised positions.
Art. 2 – Teaching qualification classes activated
For the academic year 2025/2026, the Conservatory of Milan is offering courses exclusively for the following subject areas:
- A-030 – Music in lower and upper secondary education;
- AG56 – Musical Instrument in Lower Secondary School – Flute;
- AJ56 – Musical instrument in lower secondary school – Piano.
Art. 3 – Types of courses
For each competition class, the following pathways are activated, where provided for by the regulations in force:
- Qualifying academic pathway for initial training corresponding to no less than 60 university or academic credits referred to in Article 2, paragraph 1, letter a) of legislative decree 13 April 2017 no. 59Annex 1 of the Prime Ministerial Decree of 4 August 2023) and Ministerial Decree No. 138 of 27 January 2026, reserved:
- Diplomates/Graduates (holding the qualifications referred to in Article 5, paragraphs 1 and 2, of Legislative Decree 13 April 2017, no. 59);
- those enrolled in Second Level Academic Diploma/Master's Degree courses;
- those enrolled in single-cycle degree courses (with at least 180 CFA/CFU).
- Pre-ordered pathway for the acquisition of 30 CFU/CFA as per Article 2-ter, paragraph 4 bis, of Legislative Decree 13 April 2017, no. 59Annex 2 of the Prime Ministerial Decree of 4 August 2023) and Ministerial Decree No. 137 of 26 January 2026, reserved for:
- those who have served in state educational institutions or in recognised private schools for at least three years, even if not continuous, at least one of which was in the specific subject area for which they are choosing to obtain qualification in the five years prior, assessed in accordance with Article 11, paragraph 14, of Law 3 May 1999, no. 124;
- those who have taken the competitive examination relating to the extraordinary procedure referred to in art. 59, paragraph 9 bis of Law Decree 25 May 2021, n. 73, converted, with amendments, by Law 23 July 2021, n. 106, without prejudice to possession of the necessary academic qualification with reference to the subject area.
- Completion pathway for competition winners delivered in the following articulation:
- Pre-ordered path for the acquisition of 30 CFAs for the winners of the competition pursuant to Article 13, paragraph 2, of Legislative Decree 13 April 2017, no. 59Annex 2 of the Prime Ministerial Decree of 4 August 2023);
- pre-arranged pathway for the acquisition of the 36 CFAs for completion, as referred to in Article 18-bis, paragraph 4, second sentence, of Legislative Decree no. 59 of 13 April 2017, intended for those who, by 31 October 2022, have obtained the 24 CFU/CFA (Annex 5 of the Prime Ministerial Decree of 4 August 2023).
Art. 4 – Places available
- Applications are now open for admission to the initial training and qualification pathways for teachers of lower and upper secondary schools in standard positions, established at the Conservatory of Milan for the academic year 2025/26, pursuant to D.P.C.M. of 4 August 2023 and D.D.M.M. n. 137 of 26.01.2026 and n. 138 of 27.01.2026 in favour of the individuals identified by Article 2-bis, paragraphs 2 and 3, of Legislative Decree 13 April 2017, n. 59, and specifically:
- Annex 1 – D.P.C.M. 4 August 2023: initial training enabling pathways of 60 ECTS/CFAs;
- Attachment 2 – D.P.C.M. 4 August 2023: initial training pathways of 30 CFU/CFA, reserved for those who have served in state educational institutions or independent schools for at least three years, even if not consecutive, including at least one year in the specific subject area in the five years prior, as well as for those who have taken the exam in the extraordinary procedure referred to in Article 59, paragraph 9-bis, of Decree-Law 25 May 2021, no. 73;
- Attachment 5 – D.P.C.M. 4 August 2023: pre-arranged pathways for acquiring 36 CFU/CFA completion, pursuant to Article 18-bis, paragraph 4, second sentence, of Legislative Decree 13 April 2017, no. 59, intended for those who obtained the 24 CFU/CFA by 31 October 2022 and are competition winners.
- Under Ministerial Decree no. 137/2026, a total of. 196 places; a quota equal to 45 per cent places of training offering 60 ECTS/CFA credits are reserved for individuals identified under Article 2-bis, paragraph 2, second sentence, of Legislative Decree 13 April 2017, no. 59; within the scope of this reservation, the 5 per cent It is intended for holders of teaching contracts within vocational education and training courses in the regions who are participating in university and academic initial training and qualification courses of 60 CFA. The places are distributed as follows:

- Should the applications for the 60 CFA courses exceed the number of authorised places, the selection of candidates will be made according to the criteria indicated in Annex B to DM no. 138/2026, with procedures specified in Article 9, paragraph 1, of this announcement; regarding the reserved quota, should applications exceed the reserved places, the criteria for admission are those indicated in Annex A to DM no. 137/2026 and according to the procedures indicated in Article 9, paragraph 2, of this announcement.
- Should the applications submitted by candidates eligible for the 5 per cent reserve be fewer than the number of places reserved for them, the remaining places will be made available from the overall reserve; should the applications from individuals identified pursuant to Article 2-bis, paragraph 2, second period, of Legislative Decree 13 April 2017, no. 59, be fewer than the reserved quota, the remaining places will be made available for other pathways.
- Each candidate may apply for courses relating to the same subject area in only one institution.
- Candidates can apply for admission to a single class of competition based on the qualifications they hold.
- All communications to candidates concerning the admission procedure will be provided exclusively through the publication of notices on the Conservatory's website, as well as on the "Bandi" page in the "Amministrazione Trasparente" section of the institutional website. Said publications shall have the force of legal notification for all intents and purposes. No individual communications will be made unless expressly provided for in this decree.
- The nature of the training profile and the organisation of the courses follow the directions of Annex A to the Prime Ministerial Decree of 04.08.2023.
Art. 5 – Access Requirements
- Applications can be submitted by those who hold the qualifications required by current legislation for access to the respective subject classes, as defined by Legislative Decree 59/2017, Presidential Decree 19/2016, and subsequent ministerial decrees.
Specifically:- 60 CFA ROUTES
- Master's degree or single-cycle Master's degree, or a second-level diploma from an artistic, musical, or dance higher education institution, or an equivalent or comparable qualification, consistent with the competition classes in force on the date of issue of this notice (the qualification must therefore be, including curricular requirements ex DPR no. 19/2016, DM no. 259/2017 and DM 255/2023) in addition to a possible state examination diploma concluding upper secondary education courses (Maturity Diploma) if required as a joint qualification with an old-system conservatory diploma for the subject area, or a possible first-level academic diploma if required as a joint qualification for the subject area.or
- regular enrolment in a Master's degree course, or a Level II diploma course of higher artistic, musical and choreographic education, consistent with the class of competition being applied for (Presidential Decree No. 19/2016, Ministerial Decree No. 259/2017, MIM Decree 20 November 2023, MIM Decree 22 December 2023)
or
- regular enrolment in a single-cycle degree course consistent with the subject class of the admission application (Presidential Decree no. 19/2016, Ministerial Decree no. 259/2017, MIM Decree 20 November 2023, MIM Decree 22 December 2023), provided that at least 180 CFA/CFU have been obtained.
Note: In accordance with Article 2-ter, paragraph 1 of Legislative Decree No. 59/2017, participants who are enrolled in a Master's degree or integrated Master's degree course, or in a second-cycle diploma course of higher artistic, musical, and choreutic education, will only be able to access the final assessment of the course after formally obtaining the qualification.
- 30 CFA COURSES (Article 2b(4a) of Legislative Decree No 59/2017)

- 60 CFA ROUTES
- The requirements referred to in paragraph 1 of this Article must be independently verified and self-certified by the candidates themselves at the time of submitting their application, pursuant to Law No. 183 of 12 November 2011, through the online procedure.
- Foreign Securities: Candidates who hold a non-licensure degree obtained abroad are admitted to participate in the courses, after presenting the foreign degree to the institution in question, which will evaluate it for admission purposes. The foreign degree will be assessed for admission purposes, in accordance with current regulations regarding the admission of foreign students to university courses in Italy, by a special examination board that will be appointed for this purpose by the conservatory. Candidates must include among the attachments in the online procedure:
- a scan of the degree certificate with an official translation into Italian, with legalisation and declaration of value issued by the Italian diplomatic representations in the country where the degree was obtained. Alternatively, the Diploma Supplement issued by EU higher education institutions or the certificate of comparability issued by the CIMEA Centre can be attached (more information at the link: https://www.cimea.it);
- Bachelor's and Master's degree certificates, with details of examinations taken, dates and ECTS if any, with translation into Italian or English and legalisation and final mark awarded;
- programmes of examinations taken during degree courses with translation into Italian or English and legalisation.
- The Conservatory of Music of Milan may adopt, at any stage of the selection procedure or even after admission to the courses, measures of exclusion or forfeiture against candidates who are found to be lacking the required admission requirements.
COMPETITION WINNERS
For winners of competitions, admission above the normal quota is possible pursuant to art. 6 of D.M. 156/2025, for the courses indicated below, provided that the following requirements are met:
- 30 CFA completion path for competition winners who do not have teaching qualifications, having participated in the competitive procedure pursuant to Article 13, paragraph 2, of Legislative Decree 13 April 2017 no. 59.
- 36 CFA completion path for competition winners (Article 18 bis, paragraph 4 of Legislative Decree 13 April 2017 no. 59), in possession of the 24 CFU/A certification – obtained by 31 October 2022 – and issued pursuant to DM 616/2017.
Article 6 – Admission procedure and deadlines
- Registration can only be made through an online procedure., no later than 28 February 2026 via the LINK Dedicated. Any documentation for the recognition of credits must be uploaded through the appropriate LINK.Submission of paper documentation is not permitted. All requested documentation must be attached in PDF format. Once the submission deadline has passed, the system will not allow further access or submission of the application. Any technical issues and requests for administrative information should be reported exclusively to the administrative office of the Conservatory of Milan at the following email address: percorsi_abilitanti@consmilano.it.
- Candidates, provided they meet the admission requirements set out in Article 5, may apply to enter only one competition class through the registration procedure provided for in this announcement.
- Applications made using forms or payments other than the official ones or submitted by other means will not be considered.
- In relation to the self-certifications made, the candidate, in the event of false declarations, will incur the sanctions established by the Italian Penal Code and special laws on the matter.
- The Conservatory accepts no responsibility should the candidate fail to complete the registration procedure due to fortuitous events, force majeure, or events not attributable to the Administration itself, including server congestion problems due to the maximum number of simultaneous connections being reached.
Art. 7 – Registration fees
- The amount of taxes and contributions for enrolment in the courses is established as follows:
- 60 credit course: the enrolment fee is €2,000.00;
- Course 30/36 credits: the registration fee is €1,500.00.
- The “Bonus Docenti” can be used for the payment of the registration fee.
- The registration for the final exam of each course involves an additional fee of €150.00. The sum must be paid at the same time as the submission of the application for the final examination, using methods that will be subsequently indicated.
Art. 8 – Admission and rankings
- Following the formal verification of the required qualifications and the assessment of the submitted documentation for each subject area, specific rankings will be published via a directorial decree. These rankings will be made available on the institutional website, within the section titled "Amministrazione Trasparente – Bandi di Concorso" (Transparent Administration – Competition Announcements). The rankings will also outline the procedures and deadlines for enrolment. In the event of a tie in scores, the candidate who is younger in age will be given precedence.
- A number of candidates equal to the number of available places, as indicated in Article 4 of this decree, will be admitted to the courses, in order of the ranking referred to in the previous paragraph.
- In the event of transfers, interested parties will be invited, via email, to enrol on the course by the date indicated in the communication. To allow for transfers through the waiting list up to the number of available places, candidates wishing to withdraw from enrolment must, in any case, immediately communicate this by email to the address percorsi_abilitanti@consmilano.it , attaching a photocopy of a valid identity document. Those admitted to more than one competitive class are required to opt for only one and to immediately communicate this by email to the address percorsi_abilitanti@consmilano.it, enclosing a photocopy of a valid identification document.
- Winners who do not enrol by the deadline will be considered to have forfeited and the places that become vacant will be made available to candidates further down the waiting list, in progressive order as indicated, until all places are filled.
- Registration for courses is completed by paying the first instalment, as per Article 7, which must be paid at the time of registration.
- Once activities have commenced, the amounts paid cannot be refunded under any circumstances, even in the event of withdrawal, transfer to another location, exclusion, or any other reason.
- It is not possible to achieve the degree without payment of the outstanding amount.
- The submission of the application for the recognition of any academic or university credits, including the 24 CFU/A certified and obtained by 31 October 2022, must be attached during the submission of the application to participate in the notice.
- Admissions to courses are to be understood as being subject to verification of the actual possession of the participation and admission requirements. The Conservatory reserves the right to verify the qualifications for entry and may in any case adopt, at any time, even after admission and enrolment on courses, measures of exclusion or forfeiture against those who are found to be lacking the required qualifications.
- The timetable for lessons and the start of the training courses will be communicated by publication on the Conservatory of Milan website in the Study Plan and Timetable section, which will serve as notification to those concerned. All information regarding the implementation of the courses will also be available on the website.
- No automatic admission is planned for the 60 CFA of candidates enrolled in the 30 and not admitted in the first instance.
- Access to initial teacher training pathways and the ability to modify choices made will no longer be possible after the deadlines due to the closure of the online pre-registration procedure.
Art. 9 – Qualifications considered for access to training and qualification pathways for general positions
- 60 CFU COURSES
Should the applications exceed the number of authorised places, pursuant to Article 3, paragraph 2 of Ministerial Decree no. 138/2026 and Annex B to the said decree, a selection will be made according to the following criteria:

Art. 10 – Progression of courses
The training activities will take place in person and/or synchronously remotely, within the limits permitted by current legislation and as will be subsequently communicated.
Attendance at training activities is mandatory. Absences not exceeding 30% of the scheduled lesson hours for each training activity within the relevant enabling pathway are permitted. Exceeding this limit will make it impossible to obtain the training credits associated with the activity itself.
Article 11 – Candidate's Obligations
Candidates are required to read this announcement in its entirety. They are solely responsible for the accurate indication of the data required for the admission procedures to the courses and are required to check their correctness; furthermore, if admitted, they undertake to scrupulously adhere to the provisions and procedures relating to the enrolment phase.
Art. 12 – Person Responsible for the Procedure
Pursuant to Law no. 241 of 7 August 1990, the person responsible for the proceedings is identified as the Director of the Conservatorio di Milano.
Art. 13 - Processing of personal data
Candidates' personal data are processed in accordance with EU Regulation 2016/679 and the applicable national data protection legislation.

Requirements and application submission methods
Candidates, provided they meet the admission requirements set out in Article 5 of this notice, may submit an application for admission for one competition class only, exclusively through the envisaged registration procedure.
No applications will be considered:
- drafted using forms other than the official ones;
- accompanied by payments made by methods other than those provided for;
- submitted through means other than the indicated electronic procedure.
Declarations and liability
In accordance with current legislation on self-certification, a candidate who makes false declarations is subject to the penalties provided for by the Penal Code and specific relevant laws.
The Conservatory accepts no responsibility should the candidate fail to complete the registration procedure due to force majeure, an act of God, or events not attributable to the Administration, including any server congestion issues caused by reaching the maximum limit of simultaneous connections.

ENROLMENT AND ATTENDANCE
Can those who have not yet completed the required qualifications also register?
Yes, provided you obtain the required qualification by the date of the final examination of the qualifying courses. It is therefore advisable to choose this option carefully so as not to risk not achieving the qualification.
Are 60, 30, 36 cfa courses incompatible with TFA courses?
With Note 10 of 16/02/2026, the MUR allows those in the final stages of Specialisation Courses in Special Educational Needs Teaching for pupils with disabilities (TFA X Cycle) A.A. 2024/2025, to enrol in the certification courses. However, the 30-credit pathway for a second qualification (Art. 13 of the DPCM) is not being activated at this Conservatory.
Will the subjects be conducted in presence or at a distance? And in the second case, on which platform?
They will be held in person and remotely on the Teams platform, as indicated in the study plan. Once you are enrolled, you will be given credentials to access the courses on the Teams platform.
How many absences can one make?
Up to 30% for each training activity, including internships.
When will this course take place?
The course will start in March 2026. The subjects will mainly take place in the afternoon, to give students the opportunity to undertake their direct work placement in the mornings.
Can the Teacher's Bonus be used to pay the enrolment fee?
Yes.
RECOGNITION OF CREDITS
How to apply for credit recognition?
It is possible to request recognition for a maximum of 12 CFAs obtained in university or academic courses of study, if consistent with the profile referred to in Annex A of Prime Ministerial Decree 4-8-2023. It is also possible to request recognition for a maximum of 5 credits obtained through direct or indirect internships.

Anyone who has completed 24 CFA and wishes to enrol on the 60 CFA pathway can request recognition of all 24 credits completed.
THE INTERNSHIP
What is the procedure for activating a direct internship?
After the publication of the list of admitted candidates, the applicant must contact the Internships Office by writing to: tirocini@consmilano.it to attend the careers office in person to initiate the necessary procedures. You can independently choose the school in which to carry out the traineeship, and this is highly recommended; alternatively, you can request a list of already affiliated schools from the Conservatory, but this does not guarantee the availability and automatic activation of the traineeship.
First of all, to activate the internship, it is necessary to enter into an agreement with the host school. In collaboration with the host institution's tutor, the intern will have to draw up a training project, which must in any case be approved by the Conservatory.
Where can direct traineeships be carried out?
The direct traineeship can be carried out in Lombardy or in another region chosen by the candidate, exclusively in accredited schools included in the lists published by the Regional School Offices (USR), in accordance with DPCM 4 August 2023 and its annexes.
What is the timing of the direct traineeship?
The internship can be activated after contacting the placements office. In any case, the internship can only begin after the agreement with the host organisation has been signed and the training project approved.
Is it necessary to have workplace safety certificates to activate direct traineeship?
Yes, it is compulsory to have attended the workplace safety training courses as required by current legislation (Legislative Decree 81/2008 and subsequent amendments).
- If the candidate is already in possession of the certificates relating to the general risk course and the specific risk course, ..., obtained at other institutions or from previous work experience, are invited to send the documentation to the Internships Office at the address tirocini@consmilano.it
- If the candidate is not in possession Of these certifications, the host school institute usually takes responsibility for them, as laid down in the agreement with the Conservatory. In any case, it is still necessary to inform the Internships Office of the situation.
How many hours of direct training must be carried out?
In 60 CFU pathways, the direct traineeship includes 180 hours, equivalent to 15 CFU/CFA (Prime Ministerial Decree of 4 August 2023 and annexes).
How many hours of indirect training must be undertaken?
Who does the 60 cfa carries out 50 hours of indirect in-person internship (with a minimum of 70% attendance) and produces a document in which they self-certify having spent at least 10 hours on the written assignment.
Who does the 30 cfa completes 60 hours of indirect in-person placement (with a minimum of 70% attendance) and produces a document in which they self-certify to have spent at least 48 hours on the written assignment.

How can direct traineeship recognition be obtained?
Direct work experience can be recognised if it has been guaranteed attendance equal to at least 70% of the scheduled hours. Any absences must be justified and agreed in advance with the host institution. Furthermore, for final recognition it is essential to have submitted all the necessary documents to the traineeship office on time (final report, attendance register, individual portfolio).
Which credits can be recognised to reduce the 180 hours of direct training?
CFUs may be recognised for Previous experience or relevant training (teaching service), up to a maximum of 5 CFU Within the 60 CFU pathway (direct+indirect internship). Each recognised CFU reduces approximately 12 hours of internship. For example, a maximum of 5 ECTS credits can reduce the total hours from 180 to approximately 120 hours.
What requirements must the host organisation's tutor have?
The tutor must be a teacher in service at the secondary school with at least 5 years of permanent teaching service. In some cases, as provided for by MIM-MUR note no. 7845/2024, it is possible to derogate from the 5-year requirement if the trainee is a holder of a teaching position or is on a supply contract in the same school, provided the teacher is available.
Once the direct traineeship is over, what should I do?
All documentation must be delivered at least 20 days before the final test to the Internships Office, in original, with the signature and stamp of the host organisation. The documentation comprises:
- final report on the training carried out;
- attendance register, signed and stamped on each page by the host organisation;
- individual dossier.
If the direct traineeship is suspended or interrupted, what should I do?
It is necessary to promptly contact the tutor and the Internship Office, formally communicating the reasons for the suspension or interruption, according to the established procedures.

The final exam
What does the final exam consist of?
The final assessment for the university and academic course consists of a written test and a simulated lesson, which verify the acquisition of the professional competencies of the profile as per Annex A of the Prime Ministerial Decree of 4-8-2023. The written test consists of an innovative teaching design intervention, including the use of digital multimedia technologies, relating to the subject or subjects of the class. The simulated lesson, on a topic proposed by the examination board with forty-eight hours' notice, has a maximum duration of forty-five minutes, is also designed using digital multimedia technologies, is developed with innovative teaching methods, and is accompanied by an explanation of the content, teaching, and methodological choices made in relation to the initial training pathway for the specific subject area.
